SOCIAL–CULTUROLOGIC COMPONENT OF HUMAN SECURITY IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT OF SOCIETY

Sfârşitul Războiului Rece a determinat conştientizarea socială că ameninţarea militară de amploare s-a diminuat, fiind înlocuită de noi riscuri, pericole şi ameninţări non-militare de factură politică, economică, socială, ecologică etc., inclusiv cele de natură educaţională şi culturologică. Securitatea umană, ca o nouă concepţie constructivistă în studiile de securitate şi în ştiinţele sociale contemporane, reprezintă o perspectivă nouă asupra securităţii ca fenomen social global. Iar componenta socio-culturologică a securităţii umane subliniază importanţa asigurării stabilităţii mediului cultural, a progresului spiritual, a bunăstării intelectuale şi morale a persoanei umane – eforturi ce se încadrează armonios în activităţile ample de promovare a securităţii unei astfel de comunităţi umane, care este concentrată preponderent pe totalitatea de interese şi nevoi ale individului uman, pe când interesele de securitate ale statului devenind subsidiare, dar şi inferioare ca prioritate, comparativ cu securitatea persoanei.

The end of the Cold War has determined the social consciousness that military menace has diminished, being replaced by new non-military risks, the dangers and menaces of political, economic and social, environmental type, including those of educational and cultural nature. Human security, as a new constructivist concept in the contemporary security studies and in social sciences, represents a new perspective of security as a global social phenomenon. The social-culturologic component of human security underlines the importance of assuring the stability of cultural environment, of spiritual progress and of the intellectual and moral welfare of the human person. These efforts harmoniously fit into the wide-ranging activities of promoting human security in the society which is mainly concentrated on the totality of the interests and needs of the human individual. The security interests of the state become subsidiary and inferior as a priority comparing with the person’s security.
